These new toolkits contain videos, social media posts, PSAs, print resources, checklists, FAQs, and web resources for the areas of interest including but not limited to: general public, youth adults ages 15-21, K-12 schools, businesses and workplaces, and community and faith based organizations, Please find the latest updates from the State of New Jersey on which businesses are allowed to re-open and the latest guidance on regulations and openings of recreation areas, which are available here. As you may be planning or going on summer vacations, please be aware of the State’s travel advisories and restrictions. We recommend staying home if traveling to one of these restricted states. |

Curbside pick up and summer reading at the Lambertville Library The first phase of the library's reopening began on Monday June 22, and we’ve seen an enthusiastic response. Place your order for books and movies through [email protected] and we’ll have them ready for you to pick up on a table on the Library’s covered side porch during our current hours of Mon/Tue/Thu/Fri 1PM-6PM, and Sat 10AM-1PM. Also, sign up on our website for our new virtual summer reading program for all ages. |

Please also consider completing this survey to provide feedback on the City’s ongoing COVID-19 related safety measures in our business districts. In an effort to help our business community through the COVID-19 pandemic, N Union St. will be made one-way heading north between Bridge St. and Coryell St. on a temporary, 3-week basis beginning Friday, August 14th. Traffic will travel down the middle of N Union St. and parking will remain available on both sides of the street. At the end of 3 weeks, the City and business community will evaluate if the one-way traffic has been beneficial for both public safety and businesses, and determine whether or not to continue with one-way traffic or resume two-way traffic during the public health crisis. The decision to make N Union St. one-way for a temporary period was made after a recommendation from the Delaware River Towns Chamber of Commerce and several weeks of discussion with the business community, including weekly Zoom calls, one-on-one conversations with business owners on N Union, and email outreach. More changes will be made to our downtown business response to COVID-19. Watch out for other changes as we continue to support our local businesses. The City is partnering with the Delaware River Towns Chamber of Commerce on an effort to recruit volunteers to help with projects around the community, including beautification, marketing, sign design, etc. Please see the www.LoveOurLambertville.com webpage where folks can sign up to help our community and feel free to share! DELAWARE RIVER TOWNS CHAMBER OF COMMERECE REGARDING SHAD FESTIVAL: With 78 posters and 70 artists participating we raised over $11,000. Thank you to all who purchased posters and a big thank you to our artists who so generously donate art each year. With a little dip into our rainy day fund, for if a pandemic is not a rainy day, what is? We are able to award two $10,000 scholarships. Laura Adams is graduating from South Hunterdon and is headed off to Temple University to study art and jewelry design. Morgan Grabarz graduated from New Hope Solebury High School two years ago and is winning her second award after finishing her first two years at FIT in New York City where she studies fashion design. We thanks everyone who helped make the treasured tradition that is the Jim Hamilton Memorial Shadfest Scholarship happen. |

Although many of us were cautiously looking forward to a broader re-opening happening starting tomorrow, July 2nd, the Governor has issued Executive Order 158, which suspends the resumption of indoor dining indefinitely. You can read more here.
There are still many local businesses that you can support, and we ask that you keep them in mind for your shopping needs and continue to adhere to the precautionary measures that have helped to keep us all safe.

Parks and Recreation Commission
Summer Camp. The Recreation Commission has decided not to host its summer camp this summer over concerns for the health and safety of the kids and counselors and facility limitations.

While recreational and entertainment businesses and gyms and fitness centers are still allowed to open on July 2 at a limited capacity (see announcement for details), the State reversed its reopening plan and indoor dining will not be reopening this week as planned. Summary |
This week non-essential retail and outdoor dining begin. Please remember, there is still a major health risk please remain vigilant. Remember to wear a face covering anytime you are unable to distance more than six feet from other people, whenever possible. The Governor announced that effective Monday, June 22, 2020, “personal care service facilities,” such as salons or barber shops, are permitted to reopen to the public provided that the facility complies with standards issued by the Division of Consumer Affairs and Department of Health. Executive Order 154 Private testing sites. New private testing sites are opening up, including nearby in Hunterdon County. Click here to find more information and book an appointment (no prescription is needed. This testing site includes tests for asymptomatic or symptomatic individuals). If you have any symptoms or have been in contact with anyone who has had symptoms, please stay at home and contact your medical provider. |
Anticipated Tourism, “Re-opening” and Summer Guidance |
To view the presentation made in the June 10th City Council about the City’s reopening plans click here. This weekend, the City had a significant increase in visitors to our downtown. We were able to roll out several outdoor public amenities to assist in our downtown’s safe reopening. This includes public outdoor dining space, portable restrooms and hand sanitizing stations. Additional signage has been ordered and additional free curbside pickup locations have been added as well. All of these plans are being regularly discussed with local businesses, the Chamber of Commerce, and New Hope officials, as well as the appropriate County and State stakeholders. Many of our essential local businesses have remained open over the last few months as they have worked to keep themselves safe, and to keep us all fed, healthy, and able to get what we need locally. Over the next few weeks as more non-essential businesses are allowed by the State to begin opening (more on that will be provided soon), please keep in mind what you can do to purchase locally! And in the meantime, you can support local businesses through the Chamber’s Love our Shops Initiative. |
Suggested Guidance for all members of public |
The CDC recommends a protective face covering or mask to help slow the spread. You can view that guidance here. Please wear your mask whenever you are in a place where you can’t distance yourself from other people or anytime you are indoors with other people. Cases have begun to spike in parts of the country where people have not been adhering to these precautions, please remain vigilant in protecting yourself and your neighbors. Using playgrounds and recreation activities with shared equipment are still prohibited. Passive recreation in parks is allowed and encouraged. More guidance will be issued in forthcoming updates. Public Works and Pickups |
Trash, recycling, and food waste pickups are on schedule at this time. Street sweeper and Alternate Side Parking regulations are suspended until further notice. The TREX plastic recycling program drop off is temporarily suspended. Please keep these items until we can resume collecting them. Bulk permits: No dropoff is allowed at this time. Instead, call Public Works at 609-397-2230 to schedule a pickup from your residence. Leaf and brush pick-up: Residents can schedule a pick-up of garden waste and/or leaf pick-up by calling 609-397-2230 or via email to [email protected] Please leave your address, where you placed the bags, and how many you placed out to the curb. Today is the official beginning of the end for the Governors “stay at home orders”. As a part of this stage, non-essential retail and outdoor dining have begun today. Please remember that although these orders have changed there is still a major health risk for you and your neighbors. We have to continue to remain vigilant. Whenever you leave your home, please wear a face covering, create social distance, and sanitize your hands rigorously. Consider leaving and coming back if a business or a park is too crowded to keep distant. If you have any symptoms or have been in contact with anyone who has had symptoms, please stay at home and contact your medical provider. Anticipated Tourism, “Re-opening” and Summer Guidance |
To view the presentation made in the June 10th City Council about the City’s reopening plans click here. This weekend, the City had a significant increase in visitors to our downtown. We were able to roll out several outdoor public amenities to assist in our downtown’s safe reopening. This includes public outdoor dining space, portable restrooms and hand sanitizing stations. Additional signage has been ordered and additional free curbside pickup locations have been added as well. All of these plans are being regularly discussed with local businesses, the Chamber of Commerce, and New Hope officials, as well as the appropriate County and State stakeholders. Many of our essential local businesses have remained open over the last few months as they have worked to keep themselves safe, and to keep us all fed, healthy, and able to get what we need locally. Lambertville has been taking a number of steps to be proactive. We are working with business owners, the Chamber, and New Hope to plan for the summer.

Anticipated Tourism, “Re-opening” and Summer Guidance | This past weekend saw light crowds in our downtown, with a few spots where visitors gathered as they queued outside of businesses, and heavier traffic on the towpath. As mentioned below, the City has been requesting additional support and guidance from the State to allow more strict enforcement of distancing or face covering rules on the Towpath. This week, City officials will be discussing internally, with New Hope officials, and sending another round of surveys to business owners so that we can make adjustments for next week and find ways to continue to help provide support to local businesses. We hope that we can work on these preparations so that if and when we become busier this summer, all of the right protections and processes are in place. |

Anticipated Tourism, “Re-opening” and Summer Guidance | This upcoming weekend, we expect relatively light crowds due mostly to the weather. We are continuing to work with and communicate weekly with business owners in town about the steps we are taking, in conjunction with New Hope, and the Chambers. We are continuing to adjust our downtown plans as we receive feedback from business owners, residents, and visitors. This weekend we are modifying the pedestrian overflow areas, to work towards the optimum configuration. These areas will be critical if/when we have larger crowds in the downtown this summer. The extra space will help us offer things like outdoor display of goods for non-essential retail, when the State allows. This space will also help certain businesses organize their outdoor lines so we can keep our sidewalks open and safe for pedestrians. We are continuing with our addition of several more free curbside pickup spots. City officials continue to advocate with the State for stricter enforcement of face coverings on the Towpath. Summary | As expected there was a significant increase in the use of the canal and towpath this weekend, due to the state opening parks again and the good weather. The Lambertville Police were able to ensure social distancing both in the downtown area as well as on the towpath. In preparation for next weekend, we will be increasing signage as well as work with state agencies to ensure enforcement of good social distancing practices. The City thanks everyone in the community for their adherence to the precautionary guidelines that are helping keep us all safe. Summary | The Governor’s Office has announced that State Parks - like the D&R Canal and Tow Path - will open at 6am this Saturday. We are focused on keeping our community safe. We expect a significant usage of these amenities as well as an influx of visitors into our community due to this reopening and the expected nice weather. City officials met Thursday morning as part of the ongoing COVID Working Group. We discussed the plan to ensure that we are able to welcome visitors to help support our hurting businesses, but ensure we do so in a way that keeps our community safe. We are requiring visitors abide by the proper precautionary measures. Signage is being placed throughout the downtown, including requests to use the NJ DOT’s sign board, and there will be a police presence to ensure people are taking the appropriate precautionary measures. We have requested additional police resources from the County and State. Additional conversations are in process with the Chamber and businesses to layout a comprehensive plan to ensure our downtown and community are safe destinations as we head into the summer months - expect to hear more on that front in the coming weeks. From the Delaware River Valley Chamber: May 2nd is Online Small Business Saturday in the Delaware River Towns! Most businesses reported a revenue decline of 90-100% while incurring ongoing expenses such as rent, taxes, insurance, etc. They need your support now more than ever. We are working with business owners, the Chamber, and New Hope to plan for the summer. Based on feedback from business owners, we are anticipating creating additional free curbside pickup spots. We are also testing keeping certain parking areas reserved on weekends to increase sidewalk space to accommodate larger crowds. We are also looking into ways to make those markers more aesthetically pleasing, and what else could go in those spaces (outdoor dining, vending, etc). Please send us your suggestions! Election Update As per the Governor’s Executive Order-144, The Primary Election will be held on Tuesday, July 7, 2020. REPUBLICANS AND DEMOCRATS: All actively registered Republican and Democratic voters will automatically be issued a ballot by mail by the County Clerk. UNAFFILIATED VOTERS: The State will be providing a special ballot application for this election on which any unaffiliated voter will be required to declare Republican or Democrat before issuing that party’s Primary Election ballot. SAMPLE BALLOTS will not be mailed. ONE POLLING STATION will be provided in each municipality to accommodate the following: -Audio voting by machine for any voter who is unable to complete a paper ballot without assistance due to disability. Voters will be required to sign an ADA certification prior to voting on the machine in which the boter is declaring they need audio voting due to a disability. -A paper Provisional Ballot system for any voters who were issued a ballot by mail and either did not receive their ballot or did not return their ballot. The City Council unanimously approved the 2020 budget introduction on Tuesday night. The State has made a portal for available employment opportunities available here, and updates it with new opportunities that may arise Be Safe in our Parks: Please ensure that when using public amenities like the canal and tow path to wear a face covering and be respectful. Create distance wherever possible. Also remember, if the canal or parks look crowded, consider coming back. Reopening Lambertville’s Economy: The city is working with businesses and other stakeholders to ensure that Lambertville is a safe destination during the summer. We will be joined by representatives from the Chamber of Commerce and Borough of New Hope to ensure all groups are working closely together. Many of our essential local businesses have remained open over the last few months as they have worked to keep themselves safe, and to keep us all fed, healthy, and able to get what we need locally. To help protect City staff and members of the public, the City has implemented a remote/staggered schedule that reduces the number of people in offices at any given time. Many processes that had been mandated by the State to be done by paper are now being moved online. We are continually moving new processes online. Brought to you by Rolling Harvest Food Rescue and other local farms and producers. This Saturday, April 18th from 12 noon to 2 PM at The American Legion parking lot, 322 N. Union Street Lambertville, NJ. We would like to invite anyone in our community who finds themselves temporarily struggling to take care of their family’s fresh produce. We are here for you! Anticipated Tourism, “Re-opening” and Summer Guidance | This past weekend, we saw relatively light crowds visiting the downtown, with more activity on the Towpath. Over the last few weeks, through a series of virtual roundtables, surveys, emails, and additional conversations, the city has been working directly with business owners, and other stakeholders such as New Hope and the Chamber to make sure the downtown can operate safely, especially as we turn to expecting more re-openings in the next two weeks in New Jersey. The City’s goal is to allow as many people as possible to visit, as long as it’s done in a safe way. We are helping businesses find safety supplies, expand outdoor dining options, have extra curbside pickup parking spaces, creating extra space for people to walk and shop safely, reducing contact-points (at intersections and meters for example), and much more. Based on public health and safety recommendations from Governor Murphy, the Hunterdon County Department of Health, and the CDC, Lambertville’s Governing Body has chosen to postpone its March voting session.
The City is committed to ensuring all public meetings are open to all members of the public and safe. Due to the increased risk of COVID-19 transmission, especially to particularly vulnerable residents, we cannot ensure public safety at large public meetings. Understanding the upcoming voting session meeting has important action items such as the budget introduction and elements to our affordable housing plans, we feel it is vital that we provide the opportunity for all of our residents to participate.
We made the difficult decision to postpone our upcoming meeting in order to limit large gatherings, per CDC, state and county recommendations, to protect the health and wellness of our community. The important action items referenced above will be considered at the next Governing Body meeting, at which time the public will have an opportunity to participate.

I’m writing to inform you that Lambertville has its first positive COVID-19, confirmed today by our County Department of Health. In my commitment to provide as much information as possible throughout this public health crisis, I received permission to share this update with you. No person in Lambertville is at greater risk because of today’s confirmed case than we were yesterday.
Now, more than ever, we must come together as a community while protecting the health of our family, neighbors, and friends. Following our Governor’s Executive Orders 107 and 108, I ask that members of our community remain at home as much as possible and practice aggressive social distancing. The City’s nonessential retail businesses have closed to the public (please shop online), restaurants have implemented take out and delivery service only, and our local City government is working on a staggered schedule or remotely. These efforts are state-wide guidelines to help flatten the curve of this pandemic. We need each of you to do your part.
The City will be working directly with the County Department of Health, as well as the State, to continuously monitor our cases. If you or a family member has tested positive, here are some guidelines from the CDC. Please remember that we are neighbors, and together we can act responsibly and compassionately to help curb this virus within our community.
Although we find ourselves in unchartered waters, please keep up to date on local information (every Monday and Thursday at 4:30pm) at lambertvillenj.org/COVID as well as information from the CDC about any new guidelines. Why are we staying home? The goal is to “Flatten the curve” or reduce major spikes in strain on hospital resources. If whole communities adhere to social distancing measures it can spread out a spike over a longer period of time, reducing the strain on hospital resources. This also mitigates the spread of a contagious virus and reduces mortality rates in vulnerable populations. Summary |
As of this week, cases of COVID-19 continue to rise in the County and State as well as nationwide. This is expected to continue. At this time, the best advice is to continue following the CDC precautionary guidelines, as well as the Executive Orders issued by the Governor (more on that below). Businesses, please see the end of this email for some resources that may be useful for you in this incredibly challenging time. Please review the information in this update, which contains additional information about the next City Council meeting, scheduled for April 7th, as well as the status of public works functions. |
Suggested Guidance for all members of public |
What do Governor Murphy’s Executive Orders mean for residents and businesses in Lambertville? What does a stay at home order mean for Lambertville? The best way for us to protect our neighbors and family members is to limit our interaction with people and public spaces. Unless you are engaging in the list below, stay home and help maintain the safety of our community. Stay home unless you are obtaining essential needs like food, take out food, or medicine. Or you are seeking medical attention, visiting family, reporting to a job. You can leave your home to engage in outdoor passive recreation (i.e. walking or biking along the canal path), educational, religious, or political reasons. You should leave your home if you are afraid for your health and safety, or at the direction of law enforcement of government agencies. Closing all non-essential retail businesses. The list of essential businesses: Grocery/food stores, pharmacies, Laundrymats, pet stores, children stores for children 5 years old or below, post offices, hardware stores, banks, convenience stores, gas stations, liquor stores. Food pickups and curbside to go may continue, but the State is asking that restaurants take extra precaution. Gatherings and events. Additionally, all gatherings and celebrations should be canceled for the next eight weeks, at least. Passive recreation on public parks and trails. The canal as well as Lambertville parks are open. The Governing Body will be holding a virtual meeting on April 7th to process essential business, under guidance from the NJ Department of Community Affairs. This state guidance has been issued to make it possible for governing bodies to meet virtually during this state of emergency. The agenda for the meeting on the 7th will be limited to essential business only to ensure that the City government can continue to operate (for example, payroll and salaries, approving overtime, bond payments, insurance payments, maintaining contractual obligations, etc). These issues must be formally considered as they affect the health, safety, or welfare of all residents and staff. The public will be provided specific instructions as to how to participate remotely, and how to submit questions and comments via website, e-mail, telephone or regular mail prior to and/or during the meeting. All large City events are canceled or postponed at this time, including Shadfest and Pride. |

COVID-19 poses unprecedented public health and economic challenges. This is not a local crisis. We understand there are a lot of unknowns and things will continue to change. We will be working with our partners at every level of government as the state and country respond to this ongoing issue.
First and foremost, our job is to address a public health crisis and work as a community to flatten the COVID-19 curve.
Governor Murphy has issued Executive Order 104 - which lays out both mandates and guidelines for businesses throughout New Jersey. This Executive Order is the law - we ask that each of you comply. Please be sure to continue to monitor State and CDC recommendations. You can see how this impacts your business here.
The city will have scheduled updates every Monday and Thursday at 4:30pm, or more frequently as needed on our Lambertvillenj.org/COVID page. We are going to continue to Update the Business Resource Portion of this site as we get more information. We are working with the federal government, as well as with the state, and county to advocate for local businesses.

The executive orders cancel all gatherings of any kind, including parties, weddings, or meetings, and closes all non-essential business in the state indefinitely.

City operations are continuing on a modified remote and staggered schedule. Additionally, we will enact deep cleanings of City facilities to protect the safety and health of our staff and the public. Why a local emergency declaration? A local emergency declaration is standard procedure during a large-scale emergency, especially after a national and state emergency have been declared. A local emergency declaration is an important tool that helps to organize the local chain of command, provides the municipality access to future reimbursement for expenses incurred, and gives the municipality the ability to change existing laws during the emergency, such as hours of public facilities which are set by ordinance (the changes are specified in this declaration). The declaration provides for the closing of City and other public facilities, cancelation of certain meetings and events, as well as guides local individuals and businesses to comply with the state issued executive orders. Summary | Lambertville was notified of its first positive COVID-19 cases on Tuesday evening, and the number is expected to continue to grow. You can read the Mayor’s update to the City on that here. Status of City Facilities & Services | To help protect City staff and members of the public, the City has implemented a remote/staggered schedule that reduces the number of people in offices at any given time. Many processes that had been mandated by the State to be done by paper are now being moved online. We are continually moving new processes online. City staff are answering their existing emails and phones during normal business hours. Currently, there are construction/permit applications, and will also be copies of the latest public notices. We will be adding more material as we can. Please feel free to use this area to do “paper” business with the City, while the interior of the remaining remains closed to the public to help prevent coronavirus spread. - Online Grocery Shopping for SNAP Recipients. Recipients will be able to use their benefits card to order groceries from Amazon starting on May 27. Walmarts, ShopRites and The Fresh Grocers that provide online shopping will also accept online ordering with SNAP benefits starting on May 28. We continue to urge residents to visit njhelps.org to learn more and apply for food assistance and other benefits.
- Doing business with the City remotely is possible. We are continually moving processes electronic to help with this while our staff work a mostly remote and staggered schedule. - Grants for Artists. Today, a consortium of funders announced the creation of the Artist Relief Fund, a $10 million national emergency relief fund for artists and creative workers that will provide $5,000 no-strings-attached grants. It is intended for anyone who earns income from their creative or artistic practice and who has also been affected by COVID-19. Click here to learn more.

For Businesses
For businesses in town that do not have off-street parking and are offering pickup/takeout services, the City is offering the ability to block off two parking spaces for customer pickups directly in front of their business, during business hours, while the local state of emergency is in effect. Please contact the Lambertville Police Department to register and receive the signs at 609-397-3132.

- Applications for NJ Economic Development Authority Small Business Emergency Assistance Grants are open on April 3rd at 9:00 AM and will close on April 10th at 9:00 AM. Grants are on a first come first serve basis. The Small Business Emergency Assistance Grant Program will provide up to $5,000 to NJ-based Small or Medium-size Enterprises that have between 1–10 full time equivalent employees (“FTE”). The grant funding is targeted as unrestricted payroll and working capital support, and cannot be used for any capital expenses, including construction. The application can be found here.
